It is easy to establish that 13 can not be expressed. Two culkies is too much. One culkie leaves 2 dinero to cover, and 5 is the lowest coin denomination. Two ashuls is too much. One ashul leaves 6 dinero to cover which is obviously not possible. Three bindins is too much. Two bindins leaves 3 dinero to cover which is obviously not possible. One bindin leaves 8 dinero to cover which is obviously not possible.
Now to show that all higher values can be expressed:
14: 2 ashuls
For 19 to 23, take the combination of five less above, and add one bindin.
For 24 to 28, take the combination of five less (in 19 to 23), and add one bindin.
This can be continued indefinitely so all of the values above 13 are covered.
